Tom Haren, a Cleveland-area attorney specializing in cannabis law, is among those working on hemp legislation. Under federal law, states have to establish procedures for licensing, testing for THC, conducting background checks and destroying hemp that tests above the legal limit for THC. Haren, who has clients in Ohio's highly-regulated medical marijuana industry, said there isn't a need for much additional regulation.
"You can smoke an acre of hemp – all you're going to get is a headache," Haren said. "This is a crop that’s more similar to corn and soybeans than high THC cannabis."
